Equality for human beings (aliens must apply in "person")

In my realm, any two humans 18 years of age or older may register as a couple to be known as a "civil union".  They will have access to all the rights and privileges bestowed to "married"couples, but may dissolve said union with "no fault".  Also, any two humans 25 or older may register as "married" with all the rights and privileges traditionally bestowed on such pairings.  This couple can dissolve this legal union only by proving adultery, battery, criminal activity or other traditional (old school) reasons to divorce.
